The Top 10 Federal Datasets That Went Dark, And Why Nonprofits Should Care

Subtitle: Federal data is not just paperwork. It is the operating system for public health, climate, hunger, civil rights, and accountability. When it disappears, nonprofits lose the map.

From 2025 into 2026, several high-value federal datasets and public tools were removed, discontinued, frozen, or pushed behind harder access pathways. For nonprofits, this disrupts grant strategy, service targeting, advocacy speed, and accountability work.

The 10 most consequential federal data losses

1) USAID Development Experience Clearinghouse (DEC)

  • Agency: USAID
  • What changed: Removed; partial restoration by third parties
  • Why nonprofits care: Decades of program learning, evaluations, and implementation evidence became harder to access at the exact moment evidence-based development is under pressure.
  • Current backup path: DECfinder (Institute for Development Impact) plus other reconstruction efforts.

Why this matters: The DEC was the institutional memory bank for decades of U.S.-funded global development work: evaluations, technical studies, project designs, and implementation reports. Losing it means development organizations lose the receipts on what worked, what failed, and what should not be funded again unless we’re doing grantmaking with a concussion.

2) Federal Sexual Orientation and Gender Identity (SOGI) measures

  • What changed: SOGI variables removed or altered across many collections
  • Why nonprofits care: LGBTQ+ health, housing, education, and safety disparities become harder to quantify and harder to defend in policy and funding decisions.
  • Current backup path: No complete mirror; tracking through Williams Institute, SHADAC, Data Rescue Project, RestoredCDC, and litigation efforts

Why this matters: When sexual orientation and gender identity questions disappear, LGBTQ+ people become harder to count in public health, housing, education, violence prevention, and social service systems. That does not make disparities go away. It just gives policymakers plausible deniability in a lab coat.

3) NOAA Billion-Dollar Weather and Climate Disasters Database

  • Agency: NOAA
  • What changed: Historical archive remains; federal updates stopped
  • Scale/Coverage: 1980 to 2024 historical record
  • Why nonprofits care: Disaster preparedness, resilience planning, and climate communications lose a trusted baseline if updates stall.
  • Current backup path: Climate Central has restarted maintenance based on prior NOAA work

Why this matters: This database tracked major weather and climate disasters causing at least $1 billion in damages. It was used by insurers, researchers, disaster planners, local governments, and climate advocates. Climate risk does not vanish because the federal table stops updating. It just moves from “public dataset” to “surprise, your insurance premium has entered witness protection.”

4) USDA Household Food Security Report (CPS-FSS reporting stream)

  • Agency: USDA Economic Research Service
  • What changed: Future federal reporting terminated USDA survey
  • Scale/Coverage: Annual reporting since 1995
  • Why nonprofits care: Hunger relief and anti-poverty orgs lose a central national benchmark for food insecurity trends.
  • Current backup path: Historical USDA and CPS-FSS files remain; IPUMS CPS supports research access

Why this matters: This report was the national backbone for measuring hunger and food insecurity. Food banks, SNAP outreach teams, schools, researchers, and anti-poverty advocates used it to understand who was hungry, where, and why. Ending the report does not end hunger. It just makes hunger easier to ignore, which is apparently cheaper than solving it.

5) CDC Pregnancy Risk Assessment Monitoring System (PRAMS)

Why this matters: PRAMS tracks maternal experiences before, during, and after pregnancy. Maternal health nonprofits use this to identify risks, target services, support policy, and prevent infant and maternal deaths. This is the early-warning system. Turning it into a scavenger hunt is not a public health strategy.

6) EPA EJScreen

Why this matters: EJScreen combined environmental hazard and demographic data to show where pollution burdens hit vulnerable communities. Environmental justice groups used it for advocacy, litigation, research, and local planning. Removing the federal version does not remove the pollution. It just makes communities prove they are being poisoned with fewer tools. Progress, if you hate progress.

7) Climate and Economic Justice Screening Tool (CEJST)

Why this matters: CEJST helped identify disadvantaged communities facing climate, pollution, economic, and infrastructure burdens. If federal climate and infrastructure dollars are supposed to reach the most burdened communities, this is the map. Deleting the map is not a neutral act. It is policy by “oops, where did the evidence go?”

8) DOJ National Law Enforcement Accountability Database (NLEAD)

  • Scale/Coverage: Accountability records across federal law enforcement agencies

Why this matters: NLEAD was designed to prevent officers with misconduct histories from quietly moving between agencies. Without it, accountability gets a memory wipe. Same problem, new badge, slightly fresher HR paperwork.

9) EPA Risk Management Program (RMP) public data tool

  • What changed: Public search access reduced; moved toward reading room style access in places
  • Scale/Coverage: Roughly 12,000 hazardous chemical facilities
  • Why nonprofits care: Community safety planning and environmental risk communication become slower and less equitable.

Why this matters: This tool let residents search for nearby facilities handling dangerous chemicals. Moving this from a searchable public tool to reading rooms and piecemeal access is not transparency. It is transparency after getting a root canal from a filing cabinet.

10) DOJ January 6 prosecution database resources

  • Agency: Department of Justice
  • What changed: Federal public database access reduced/removed
  • Scale/Coverage: Case-level accountability information
  • Why nonprofits care: Democracy and accountability researchers lose direct federal visibility into prosecution records.
  • Current backup path: NPR archival tracking and related watchdog/legal archives

Why this matters: The DOJ database helped the public track charges, evidence, case status, and accountability tied to the Capitol attack. Democracy nonprofits, journalists, legal watchdogs, and extremism researchers rely on this kind of record. Democracy runs on receipts. Authoritarian vibes run on “404 not found.”
